If one is can't pass in JEE JANUARY 2019 exam he can appear in JEE MARCH exam?

Yes, if you do not qualify JEE Mains in January, you can apply again in April by again filling up the application form.
You will go through the same process like you would go in January 2019 to appear for JEE Mains 2019 in April.
