Hello sir,
General Candidate means person competing with all the aspirants irrespective of their categories. So, if a aspirant scores best in the NEET UG 2018, That person will be marked as Topper and will be taken as General candidate. And again it's his or her Choice that under which category that aspirant wanna opt for the counseling to grab the MBBS Seat.
