if someone do class 12 in 2016 and fails in jee mains then he class 12 again from another board in 2019 will he be able to give jee advance 2020

If one appears for class 12 board in 2016, the he will be eligible for jee mains 2016,2017 and 2018 . For jee advanced 2016 and 2017 only.
You won't be eligible for jee mains or advanced in 2019 or 20 even if you passes class 12 in 2019. Yours 2016 performance will be counted only.
