If someone is foreigner and he/she is studying B.Tech in CSE and want to do M.Tech in CS then in which year of ug he/she be able to apply for GATE?

Eligibility criteria for GATE :
Academic Qualification :
Candidates must have passed graduation in engineering/technology or Masters degree in any relevant science subject.
Candidates in pre-final or finaly year of their qualifying degree also eligible to appear for GATE 2021.
Candidates from other than India will be also eligible
