If someone is getting 400 in NEET 2k19 from SC category, then can she/he get govt. medical college in AIQ or from state qouta M.P.?

It is difficult for you to get admission in govt. medical college in M.P. at this score. Last year cut off s more than 450 Marks for AIQ seats. The cut off for state wise seats will be released by end of August. In State quota seats you can get some of the govt. college in M.P. at a score of 400.
