If student has qualified in neet 2019 but writing supplementary exam and clears can he register for neet counseling?

By supplementary exam you mean compartment ?
If yes , then if you have mentioned 12th appearing while submitting then you can go for counseling but if you have mentioned 12th passed then you can't appear for counseling as they need your 12th original marksheet .
