if the range for a question is 0.039 to 0.042 and my answer is 0.046 will the consider it in GATE exam?

Definately it will not be considered .

Many coaching institutes have released memory based answer key .You can refer to them.Institutes like Made easy,Gradeup,Gate academy on which you can rely.Also for CS gate overflow is providing rank also based on your response sheet.
