igot 640 rank in comedk and 31000 rank in mains what should i prefer

Hello,
See, with a rank of 31k in JEE mains, you will probably not get admission in top NITs and even if you will get admission in lower NITs then you will get branches like metallurgy and mining.
You rank in Comedk is very good, although you have very slight chance of getting a seat in RV college of engineering but you have sure shot chance if getting top branches in MS Ramaiah.
So, in may opinion go for admission through Comedk rank.
