If you belong to a reserved category yes you can apply for rneet examination however if you are under unreserved category you won't be able to apply for neet as the age limit for unreserved category is born on or between 1994 to 2003.

Following is the age limit criteria :
Unreserved category
Born on or between 7th May 1994 and 1st January 2003
OBC/SC/ST/PH category
Born on or between 7th May 1989 and 1st January 2003
