I'm living in rural area & studying 12th on government college. In my college teachers are not eligible to teach jee, any way to learn jee?

What I would suggest is try to be clear about the concepts from NCERTs and also solve all the exercises on your own. If you are able to solve them, you can be assured that your concepts are clear. Then go for books like H.C.Verma in Physics, R.D.Sharma in Maths and for Chemistry part, being thorough with your NCERT is enough. Also, solve practice question papers which can be accessed from any online site very easily. Try solving the previous years papers too. You can also opt for Distance learning program from any coaching that offers the same.

You can find the question papers of past few years online for free and also their detailed solutions. Try solving the questions on your own first and then crosscheck with the solutions.
