In engineering I paid the first allotment fees through online ie.rs.10000.But I joined another college.will the fees refund

This depends through which exam you opted college and name of colleges.
Every college ha sits own refund policy and hence its advisable to check with college admissions team to get complete information.
Generally transfer certificates and exit form is required to be filled for changing college and thereafter refunds can be processed.
