In my high secondary certificate my name is written in capital letters. So should I fill up my name in capital letters or useal letters?

It doesn't matter as long as there is no spelling mistake in the name written. So, it's up to you, but one thing keep in mind, if it is asked to fill name in capital letters then you should use capital letters only. I hope it helps!
