In neet counselling shall I prefer lower college or higher for better chance

While applying for State Quota Counselling, it's preferred to lock your choice starting from the best college to the last opted one.
While doing so, if in any case a student scoring better than you opts out, you would be having a better chance to upgrade yourself to the better college and even if he doesn't opt out, you would be getting the lower one. But keep it that way for better results.
But for AIQ, Nothing can be said at all because the preferences of the students differ every year and it's difficult to predict.

Well this depends on your ranks and score.If you have scored well enough you should definitely go for college with better rank for better scope in future.
