The state government is provisioned to have their own set of criteria to issue ews certificate. But in this case the certificate is only applicable in that state only. Since you have Rajasthan government issued ews certificate you are eligible to avail the quota only in state university and college so you still have to mention your category as EWS. But in any other state you will be alloted state as per the all india rank.
