You have not mentioned about which college you want to know. in general, yes Diploma in instrumentation is good but you won't get a job after diploma. After diploma you have to do a UG course to get a degree for EIE. Then you will get high scope of JOB options.
On the part of fee structure, it will vary in range 22k- 1.35 lakh per year. it depends where you will join to pursue diploma. better to choose a government college. it will help you by many factors like reservation, fees and good recognition.
