As far as we can see, you can use other identification methods like bank account, passport, voter ID, or any other Govt ID. It does take in for the application. We would advise that you should however get one made for future as this is now becoming mandatory everywhere. So if you apply and have an enrolment number, it is safe. but you dont need it to fill the JEE Main application
