Is any rule to change float option to freeze in iit counselling after day one in round one counselling

No, once you have selected float and gone ahead with the process of counselling you cannot go there the next day to change again.

Now your only chance is to wait for another round's results to come out and then freeze your then allotted college.

What's done is done in this case and that's why you are advised to make your choice with a lot of thought and time involved in it.
