Cutoffs are different from reservation quota. Different category students have different cutoffs. And every college has certain seats reserved for certain classes of students. It may be based on social category or economic status. One such quota is SNQ or Supernumeracy quota. Of the total seats only 5% are reserved for SNQ quota and it is given to those candidates who are economically weak. That is, the annual income of the family must be less than 6 lakhs. You need to produce certain documents such as income certificate. Seats are allocated in this according to ranking of the students.
