If you are talking about fashion designing and other similar fields then anyone from any stream can join these courses, so no you don't need to have commerce in 12th.

Off course!! No matter what is your stream. you should have passion and relevant skills in fashion designing.

Later on, you can go for entrance exams like NIFT, this is the biggest entrance for top colleges, you can start preparing thru, internet, you tube, some classes about FD etc. then you can apply for entrance exams.
