Hi aspirant,
Domicile certification will not be mandatory for NEET counselling. As you know NEET is a national level medical examination and applicants will not required to submit their domicile certificate for NEET counselling. Domicile certificate is required in state counselling. So you have to submitted this certificate in state counselling. Good luck.
