Any candidate taking admission in another state (of which it doesn't has domicile) gets seat via all India quota and hence states that the candidate doesn't belongs from that state i.e doesn't has that state's domicile. Coming to your question, you don't need domicile for a Karnataka government medical College if getting admission through all India quota.
If you are applying through AIQ, then the domicile won't be necessary as a part of the admission procedure.
The submission of domicile is a mandatory document only when it comes to State Counselling.
Be it Karnataka, or any other state, through AIQ, domicile won't e needed.
