According to the eligibility criteria for admission in IITs NITs IIITs and GFITs a candidate needs to score a minimum of 75% for General/OBC and 65% for SC/ST in 12th board or they have to be in top 20 percentile of their respective boards.
Now since you got 66% in boards, if you belong to SC/ST category then you're eligible for admission in NITs and IIITs. Or if you're in top 20 percentile of your board then you're eligible.

For Josaa counselling the candidates applying for admission through josaa must have secured a minimum of 75% aggregate marks in their Class 12th or equivalent examination and SC/ST/PwD category candidates must have secured at least 65% marks in qualifying examination as you have scored 66% if you belong to SC/ST/PwD category only then you are eligible. your rank is given by
( 100-your percentile score ) * Total number of students that appeared in JEE mains January session /100.
= (100 -97.34 )*869010 /100
= 23115
With this rank you may get a seat in NIT or IIITs .
But ,
To be eligible for NITs, IIITs, IITs, GFTIs one needs at least 75% marks in class 12 if belong to general or obc category or at least 65% marks if belongs to SC/ST or must be in the top 20 percentile in class 12 examination.
Now , you have got only 66% in your board examination so you are not eligible for admission in NIT or IIITs irrespective of your rank or marks obtained by you in JEE Mains examination if you belong to general category
but in case if you belong to Sc or St category then with your board percentage you are eligible and then you can get it into NIT or IIITs.
