the procedure of admission is done through JOSAA, this governing body is responsible for seat allocation based on rank.
And since MESRA comes under JEE MAINS column then there are two filters regarding it, one is the state quota and other the All India open.Furthur both both follows the national reservation policy and is divided among different categories.
The only thing you have to do is block a seat in MESRA with the respective branch.
