No it is not necessary to apply in AIQ to be applicable to apply in state quota .You just need to be eligible for state quota, having the domicile of Uttar Pradesh.Whatever marks you may have got I still suggest that if you are in a reserved category,do apply for AIQ as you may be lucky and get a seat.
