No, it is not necessary to be in top 20 percentile if you have 75% marks in your boards exam.
If you are appearing for improvement exam in one or two subject then make sure you get 75% total marks to be eligible for NITs/IITs/IIITs and GFTIs under general category and 65% for SC/ST.
