is it possible to get admission for mbbs in maharashtra if i have obc certificate of kerala? Will they cosnsider obc of other state for admission ?

So yes , if you crack the cut off needed by the medical colleges of Maharashtra then you can easily take admission in any government medical college of Maharashtra. But you need to qualify the cut off if 15% all India quota. Under that you need to come first then you can easily look forward to take admission in government college there .
