From next year onwards the government is planning to conduct NEET twice a year in February and May. But in any case admission will be done only once a year.

Yes, Examinees will be able to appear for NEET in February and May for the academic sessions beginning in August of that year.
This will allow the students to choose either of the months to attempt the medical test or to repeat the test if his/her first score is not satisfactory.
