Is multiple state quota counseling possible?

The Concept of domicile certificate sys for itself that you as a candidate belonging to a certain state, district, region, area, etc. and thus your preferred area remains in which you stay since you were born or where you spent most of your life then it is issued.
Now, the candidate from a state whose cutoff always remains high gets relatively low cutoffs in his/her region and are considered relatively low in comparison with the other candidates from his/her state but then he/she applies in another state which always has low cutoffs and now the person has relatively higher cutoffs as compared to the candidates in that other state and nails the admission.
And the candidates from that state bear the consequences and thus the rule was announced.

Now what you are aking that you want to apply in both the conditions or more and thus it is illegal as well as unethical of you to do something like that and as a straight-forward answer is No that it is impossible to have multiple state counseling and whether if you manage to achieve that it is illegal as well.
