Heyy

No ,one cannot apply for the NEET exam without completing their 10+2.As per the NEETs eligibility criteria,a candidate must be of 17 years of age and also he/she must complete their 10+2 from any recognized board with Physics,Chemistry,Biology as one of their compulsory subject.So as you told that your sister is in 11th,she can apply for NEET next year when she will be appearing for 12th exams.
