Is NCERT CHEMISTRY along with Allen Modules enough for Physical Chemistry for NEET 2017?

NCERT is sufficient for theory, to clear basic concepts and a few theory based questions but if you need to score good marks you can follow other books as well, you should solve previous year question papers and complete mock test series as well to analyze your performance and to know your strength and weakness.
