Yes, registration for counselling is complete even without locking the choices in round one. After the given time limit the website auto locks the preferred choices given by you. But if have not submitted your preferences then it would a trouble for you. But if you have given preferences then it's fine.

- Also you can apply for round 2 counselling as there is option for freash registration.
