Yes Parshanjit, it definitely is a very necessary document. No institute will grant you admission without the school leaving certificate.

If you have lost it due to some reason you can tell that to college as well as your school they will tell you procedure to get duplicate LC.

Yess. School leaving certificate is mandatory. In addition to it college may ask transfer/migration certificates.
