is sliding is different from third round of cut-off ?

Hello
IP university had three rounds of counselling which allow you to choose colleges of your choice and then its taken forward by a sliding/spot counseling round that gives those students the opportunity who arent satisfied with th colleges they get in the three lists.
Third round is different and the sliding round is different.
