Is special round not applicable for students who got iit? they can't participate in it?

Yes, you can participate in the special round.
All candidates who were eligible for Josaa 2018 are eligible for participating in special round.
But special round is being conducted only for vacant seats in NITS, IIITS and GFTIs.
You'll get seat only in these institutes
