Yes sports quota is there in Telangana EAMCET. So you can apply for counselling through sports quota. You might get seat in good colleges based on previous years cutoff ranks. They changes from year to year.

Yes there is sports quota in Telangana EAMCET 2019 but that wont be applicable until and unless you have cleared the exam and have appeared for the counselling.
Reservations are not considered during rankings .you will have a special reservation at the time of counselling . For that you need to have state level or national level certificate in respected sport
