Hi Pooja,
You are eligible for all India 15% seats in all the states irrespective of the state you belong to. So just play safe. It appears that the state of eligibility being asked is the state of domicile. So kindly change your state of eligibility from Delhi to the state you belong to, i.e., U.P.
