I am assuming that you hold the domicile of both Karnataka and Kerala

No you cannot use OBC NCL certificate of Kerela for 85% state quota counselling in Karnataka.

This is because,

OBC NCL state certificate of Kerala is valid in Kerala only and not valid karnataka or any other state.

So ,for participating in 85% state quota counselling in Karnataka you need to get OBC NCL certificate of Karnataka

While,

For all India counselling, OBC NCL Central certificate is valid in all the states but it can be used only for all India counselling and not for state level counselling as the castes which belong to OBC NCL is different at Central and state levels.

Now that,

limited time is left for neet 2021 , so you should be focusing on your preparation,

• practising chapterwise questions

• then revising the chapters,

• solve at least previous 10 year neet question papers as concept behind the question often gets repeated in the examination so it will be of great help in your preparation  ,
