Yes you can apply through the state quota seats in UP and you can govt. medical or dental college based on the marks of NEET 2019. The cutoff marks in UP state for the govt. medical college in 2018 were 469 with the rank 4362 in Dr. Rammanohar Lohiya medical institute , Luknow. So you can go for the counselling rounds by your state counselling committee and get the seat in medical college. If I consider the previous year data .Then you have chances of getting admission in any of the government colleges in uttar pradesh through state quota .
The cutoff changes almost every year,so not much can be predicted .cutoff depends on the difficulty level of the paper and the number of students who appeared for the entrance exam.
