Hello aspirant!
No, there is no chance of getting Jamia Hamdard Medical College, Delhi in second round all India counselling at your rank of 40k. The cutoff last year through all India counselling was around 20-22k in the second round of all India counselling. It will not go as far as 40k this year under AIQ.

it is purely unpredictable. how can we expect such thing. there may be people who skipped 1st round like you, and there may be people who go for lower level colleges due to un avoidable reasons. there may be students who skip counselling even after applying. so these factors may affect how the admission goes. so we cant expect at all.
