Yes, but I am not sure. But you can get free seat in G.s.l medical college in govt. quota.

MAIM, I BELONGS TO (SC) CATEOGRY FROM JHARKHAND , I HAVE SCORED 428 MARKS MY RANK IS = 101858 , IN 2019 NTA NEET .300 SEATS R THERE IN MBBS IN JHARKHAND AFTER AIQ COUNCELLING 255 SEATS LEFT FOR STATE COUNCELLING ,FOR (SC) ONLY 24 SEATS ARE REASERVED REST TO OTHER CATEGORY.IS THERE ANY CHANCES TO GET MBBS THROUGH AIQ 15% QUOTA OR STATE QUOTA,AND ONE MORE THING MAIM I HAVE JHARKHAND N BIHAR BOTH DOMICILE BUT DURING THE TIME OF FORM FILL I FILLED JHARKHAND IN STATE OF DOMICLE ,SO CAN I GO FOR BIHAR STATE COUNCELLING.PLEASE REPLY ME MAIM.MY MAIL ID IS :- manishkant1985@outlook.com

Your expected Rank based on your score will be ranging from 43100-43800.
You have less chances in 15 % quota seats, but you can try in state level colleges.
Chances are less in govt colleges.
