As your son secured 19489 general category rank in jee mains, then congratulations your son did very well in Jee Mains and definitely he can get nit.
Now if your son wants mechanical engineering in nit Surathkal then there is almost no chance that he can get mechanical engineering even from home state quota.
Because last year the cut off closing rank for home state general category students for mechanical engineering in NIT Surathkal was 14895 (for male candidates).
But he can get other good branches like civil engineering, metallurgical and materials engineering, in nit surathkal.
Also, apart from NIT Surathkal he can get many other good nits too.
