Let me tell you a few things.
First of all, no qualification is required to become a motivational speaker hence there is no question of age restrictions. Though few skills are required which can be mastered by an individual on their own.
Secondly, to become an effective and successful motivational speaker your thoughts and communication skills need to very clear. You just need a real-time experience & good dialogue delivering skills. You don't have to be fluent in English but it is essential that you should be good in any language and there should be grace in your personality.
