Is there any diffrence in fees structure for 1 st round & 2nd round selection in govt.bds courses

No there is no difference in college fees.
In the first round of counselling those with AIR 1–5000 are allotted seats based on their preferences. Now some may join and some may not due to variety of reasons. Supposing in the first round only 2500 seats are filled. The rest 2500 are still vacant.
In the second round again the seats are allotted on basis of top rankers getting their first preferences and ranks coming after that get the seats that are still free. Now in the second round again some may not join. So if only 1000 join there will a third round of counselling.

As per the latest rules of the counselling process, the entire counselling fees are taken at the beginning of the counselling only and no further payments are required to be made for the second and third rounds of counselling again.
So you don't have to pay any more fees for the 2nd and 3rd rounds of counselling.
