Hello,
Yes, there is a gap between the state counselling and AIQ counselling. Students get few days to complete their formalities and if they didn't receive the seat they can move to state counselling.
You can apply for AIQ and state quota conducted by MCC and state authority respectively. And state authorities does counselling for the 85% state quota seats . So you can apply for both counselling.
