Is there any hope from now to get a govt college or university for bsc or btech. I've not apply for any university till now

You cannot get admission in any iit or nit and any government engineering college but don't worry you can get admission in private colleges which you are aware of it or in any private college of india by paying donation like in thapar,chandigarh University, jss noida,Jaypee noida any private college of uptu and many more.
For b.sc:you should take any private college of your city which is reputed.

If you have good percentage then du entrance form date has started from 1 may.So you can aply if you have good percentage.
