is there any information for lowering down of cut-off for neet mds-2019 for second round of counselling?

There's no official announcement yet about the cutoffs being decreased. And even if they get decreased you will not observe any major difference. It is difficult to assume the cutoff of this year but you can check previous year's cutoffs to get a rough estimation.
