Hey Aswin,
There's no such rule as such. If you get alloted a medical college through All India counseling then during the given time you've to report to the college and get your admissions done. If you unable to do it then your seat will be given to someone else. If you take admission in some college through All India counseling, you still can apply for state quota counseling. But for availing admission through state quota you have to withdraw your admission from the previous college.
