Is there any sectional cutoff for neet 2019?

To clear your doubt, No, there are no section wise cut offs.
These are done only if 2 or more students are getting same marks.
Otherwise, cutoff is based on total marks scored by the candidate.
The cutoff is different for UR and category candidate.
These change each year .
