Is this quota applicable for those candidates too whose father was ex-servicemen but not disabled and killed and now is a government worker?

Since you have not mentioned which quota you are talking about, it is very difficult to give you an exact answer. You also need to mention the course or the college you are looking for admission in to avail this quota.
