I've got 580 marks and AIR 13154 in NEET 2019.where can i expect govt seat?

You have not mentioned your category any where ,so i assume it to be general.
If I consider the previous year data.then your chances of getting admission in a government medical college are good .If you have domicile of any state then your chances of getting admission in any of the government medical college in that state will increase .

The cutoff changes almost every year,so not much can be predicted .cutoff depends on the difficulty level of the paper and the number of students who appeared for the entrance exam.
